Accountant

Status: Full-Time/Salaried            Starting Salary Range: $45,000 to $65,000

Reporting Responsibility: This position reports to the Director of Administration

Overview:

The Accomack-Northampton Planning District Commission (A-NPDC) has been the Eastern Shore of Virginia’s regional planning organization since 1970. Created by the Commonwealth of Virginia and working with the Counties of Accomack and Northampton and the Town of Chincoteague, the A-NPDC supports planning and community development efforts and provides technical assistance on behalf of the Commonwealth. The A-NPDC focuses on issues of regional importance by working with local, state, and federal governments.

Job Description:

The Accountant position will focus on performing accounting for various federal and state grant funds as well as financial reporting for housing development, housing counseling, and elevation projects.

 

Specific Responsibilities:

The Accountant is responsible for maintaining accurate financial accounts for the A-NPDC, A-NDC, A-NRHA and ESVHA.  Specific responsibilities include:

  • Record day to day financial transactions and complete the posting process
  • Process Accounts Payables and maintain purchase orders, receipts and payments
  • Reconcile bank records and identify discrepancies
  • Attend Board meetings and prepare minutes.
  • Prepare monthly financial reports for the A-NPDC, A-NRHA, and ESVHA board meetings
  • Prepare and submit financial reports for DHCD and VHA.
  • Provide assistance and support to other team members
  • Perform various administrative duties
  • Willing to learn GMS (Grants Management Software)
  • Serve as Loan Fund Manager of the Economic Development Revolving Loan Fund; responsible for the closings, all servicing, repayments, financial reporting and compliance of the Fund.
  • Serves as backup to the Administrative Assistant and Director of Administration
  • Willingness to take on additional responsibilities when time allows

Required Skills and Qualifications:

The Accountant must have excellent skills in accounting and financial tasks; have strong organizational skills; be detail-oriented; process analytical and problem-solving skills; ability to work independently and in a team; have skills in verbal and written communication; and have outstanding people skills. Computer proficiency is required in MS Word, MS Excel and QuickBooks.  Proficiency in other software is a plus.

The successful candidate will have completed an Associate’s Degree in Business Administration or related field or comparable education and work experience.

Knowledge of federal and state grant programs, and experience with grant reporting is desirable.

Job Description:

The position of Community Development Coordinator primarily focuses on implementing community development programs and projects of their department.  The position also works collaboratively and assists other Commission departments with implementation of their department programs and projects.  This individual will be a motivated and organized and can manage a variety of construction, program and planning initiatives.  This individual will collaborate with and support the activities of the Executive Director, the Director of the department, and the Planning District Commission.

 

Specific Responsibilities:

Job responsibilities include management of Housing Counseling Programs, Section 8 Rental Assistance Program, Virginia Homeless Solutions Program, and other housing and community development programs, as well as housing specialist and inspection services for various projects.

  • Must maintain current knowledge of programs by attending training, workshops, and seminars (place-based or web based) concerning housing issues as required by Director of Housing Services.
  • Certification in HUD Housing Counseling required within 90 days of hiring.
  • Complete weekly, monthly, and quarterly reports in a timely, accurate manner.
  • Respond to client emergencies.
  • Participate in and contribute to team building.
  • Attend interagency and networking meetings as appropriate.
  • Other tasks and responsibilities as required by department goals and objectives.

Required Skills and Qualifications:

Applicants must have education, training, or experience demonstrating competence in the following areas:

  • Knowledge of the principles and practices of business and/or public administration.
  • Experience interviewing and counseling individuals.
  • Knowledge of record-keeping and file management.
  • Experience interpreting and applying of federal and state rules and regulations governing housing counseling programs.
  • Basic calculation and accounting skills.
  • Computer skills including, but not limited to, Microsoft Excel, Word, PowerPoint, database management, client management systems (Federal and State).
  • Ability to communicate effectively speaking and in writing.
  • Degree in Human Services or equivalent work experience preferred.
  • Spanish or Creole proficiency preferred.
