Director of Planning Position Summary

The Director is responsible for coordination of all planning department operations and administration. The services offered by the department include facilitation, coordination and planning services for an interdisciplinary mix of projects that address regional and local needs. The current department has focuses in economic development, coastal issues, general planning and transportation planning.

The Director is the manager of the economic development program. This requires being the staff support to the Economic Development Subcommittee, maintaining the Comprehensive Economic Development Strategy (CEDS) plan, providing technical assistance to localities and businesses to support CEDS strategies, managing the pre-development stage of projects, and periodically managing the construction of infrastructure and community improvements.

The Director will coordinate with the Executive Director, Housing Development Director and Housing Services Director on collaborative projects that meet project requirements.

Required Knowledge and Skills

The Director oversees compliance with federal and state program requirements for the department and will require the ongoing willingness to develop in-depth knowledge across a variety of subjects.

The Director must display a willingness to actively engage with department staff to keep the projects running smoothly while also promoting positive staff morale in managing the projects on the Eastern Shore. Understanding and management of the project goals across the department is necessary to maintain smooth operations.

The Director will supervise a team of 3 staff members. Good supervisory skills and team building skills are required. The Director will also work closely with several appointed committees. Leadership with a collaborative focus will be required to advance projects that meet regional needs.

The Director must be comfortable working in a fast-paced environment and resolve conflicts and disputes in a professional manner. They must be detailed oriented, possess strong management skills and experience, have demonstrated administrative experience, including developing and maintaining budgets, and can communicate clearly and effectively to a diverse population.

The Director must be a good writer and be willing to write grants, develop program budgets and have good organizational skills.

Qualifications:

Employee must have the flexibility to work on several projects concurrently. Demonstrate diplomacy and sensitivity in working with the public and public officials. Requires sound judgement and analytical skills; attention to detail with a high degree of accuracy and follow through; good writing and math skills and the ability to work under pressure with a positive attitude. Must have the ability to work independently as well as lead a team. Must have an overall commitment to excellence in customer service. Must have experience in a supervisory role. Ideal candidate: outgoing, detail-oriented team leader that is able to communicate clearly. Relevant experience or a bachelor’s degree in planning or relevant field is required. A master’s degree in planning is preferred.

The hiring range is $46,000 – $56,000 plus benefits depending on qualifications.

Minimum qualifications: Good writing, good math skills and good organizational skills required. Excellent diplomatic traits required. Demonstrated experience in leading a team required. Experience in supervisory and management roles required. Relevant experience or a bachelor’s degree in planning or a relevant field is required. A master’s degree in planning is preferred.
